New York guv proposes ‘iPod tax’

New York: New York governor David Paterson’s first state budget threatens to affect just about every New Yorker. Even those online. Paterson is asking for a so-called “iPod tax” on downloaded music as one of 137 revenue-raising proposals to close the largest budget deficit in the state’s history. 
   Paterson proposed Tuesday a 2009-10 budget that would increase spending by 1.1%, or $1.3 billion, to create a $121.1 billion spending plan. 
   Haircuts, beer, cinema tickets, cigars, taxi rides, massages, and sugary soft drinks would also be targeted under the austerity budget aimed at closing the $15.4 billion shortfall caused by a collapse of tax revenues from Wall Street. 
   “The other day somebody threw a pair of shoes at President Bush,” governor David Paterson told legislators. “At the end of this budget presentation, if that’s the most severe punishment I get, I’ll sign for it now.” The proposed “iPod tax,” would tax the sale of downloaded music and other “digitally delivered entertainment services” by 4%, adding four cents to the cost of a 99-cent song for users whose iPod is registered to a New York address. 
   The idea was met with chagrin from many iPod fans. iPodmaker Apple made no comment. The “iPod tax” is one of a series of targeted measures sought by the governor in an effort to avoid broad-based tax increases, reported TimesOnline. 
   Among them is an unprecedented 18% “obesity tax” on sugary soft drinks. The tax would cover fruit drinks with less than 70% fruit juice, as well as “-ades, punches and certain fruit nectars.” Diet soft drinks would be exempt. 
   With one in four New York teenagers considered obese, the “obesity tax” aims to cut consumption of sugary drinks by 5% while raising $404 million in the next fiscal year. 
   Also hit by new taxes under the package would be “personal services” such as massages, pedicures and health-club memberships. All motorists would be required to get new “reflectorized” car licence plates at a fee of $25 each. 
   Paterson’s plan came under immediate fire from fellow Democrats and union leaders who accused him of making the young people and working families bear the brunt of tax increases. 
   The blind governor, installed after his predecessor fell victim to a prostitution scandal earlier this year, has battled a Democrat-led effort to raise the state income tax on millionaires, arguing it would just force them to leave New York. AGENCIES

Punishing heatwave

A SEVERE heatwave has gripped the country over the past several days. Record-breaking temperatures have forced people to think twice about venturing outdoors during the afternoon and there have been fatalities due to sunstroke. Though high temperatures have been reported from across the country, Sindh, Balochistan and southern Punjab seem to be bearing the brunt of the heatwave. Moenjodaro experienced a record high of 53.5°C while several towns have reported temperatures ranging from the mid to high 40s. Loadshedding and power breakdowns have added to the people’s misery, while cases of gastroenteritis are cause for concern. Scant rainfall has contributed to the oppressive temperatures. In India the situation appears to be even worse, with media reports saying that over 130 people have died due to heat-related complications. Met office officials say the heatwave in Pakistan is likely to subside over the next few days, though more ex treme temperatures cannot be ruled out in June. Experts say it is noteworthy that the heatwave has gripped such a large geographical area.

If estimates are correct, the world’s weather will only get hotter by the year. The UK’s Met Office Hadley Centre has said there is a more than 50 per cent chance that 2010 will be the hottest year on record globally, while the American National Climatic Data Centre maintains that “… it is very likely heatwaves and other hot extremes will increase”. Though little can be done to control nature’s extremes, people should practise extra caution during these days of searing heat. The elderly, infirm and children are particularly vulnerable to heat-related ailments. We also believe that the power distribution companies can try and prevent unnecessary outages at times when the heat is most oppressive. Ultimately, we all need to do our part and conserve energy so that people get some relief from soaring temperatures.

Man-made natural disasters

UNTIL a few years ago, Sri Lanka was regarded as a paradise untouched by the ravages of natural disasters. Earthquakes, volcanoes, hurricanes and snowstorms were nothing more than picturesque images to the average citizen of this country. The 2004 tsunami disaster changed that at a cost of more than 35,000 lives, but even so, the nation recovered from that tragedy, unconvinced that natural disasters would become a regular phenomenon in this land. The weeks gone by should force us to rethink this complacent assumption. The country has been hit by floods heralding the onset of the southwest monsoon. Hundreds of thousands have been rendered homeless overnight, and more than two dozen people have died.

This week saw many regions of Colombo city being submerged because of a few hours of torrential rain. …Ironically, even parliament was not spared, and the house had to adjourn early, to enable honourable MPs to return to their constituencies, without getting their ‘feet wet’. And the lingering question, which must be uppermost in the minds of most, is whether these events are the results of the wrath of nature at all. Or, as many environmentalists suspect, is this the result of compromising nature for the expediency of a fast buck?

It is a fact that many major cities in this country, including Colombo, are ill-planned. They have evolved from the colonial era in an ad-hoc manner, in keeping with the needs of the times. In such circumstances, environmental concerns have played only a minor role, if at all. What is alarming though is that this ‘development’, if it can be called that, continues to this day. Unauthorised buildings are erected, industrial con cerns come into operation, marshy lands are being filled up, only to be resold at a hand some profit, and garbage is be ing dumped with gay aban don. It is as if no one needs to ask anyone whether there is a protocol or procedure to fol low in these matters. ...This type of nefarious activity has been a cancer gnawing away at our environment, slowly but steadily for many deca des…. Now, however, events appear to have reached a make-or-break stage, as last week’s flashfloods amply demonstrated. The recent del uge and all the disasters that it brought upon us is a rude reminder that there will be more to follow if we do not put our country and its eco systems in order.

…If the whip is not cracked hard enough, chances are that, the perpetrators of these deeds will continue their work unhindered and unconcerned. Politically, this is an opportune moment to do so. A new government — even if it has mostly old faces in it — has just assumed office. There are no national elections on the horizon for the next half a dozen years, so unpopular measures can be taken, if they are necessary in the long run. Thus there is an immense responsibility resting in the hands of the powers that be: the ministers in charge of the environment, housing and construction and disaster management, and the secretary of defence….
